They changed the PS fluid in the early Gen 1's (2009-2011, maybe 2012); it was a recall in 2012 or 2013, IIRC. When it was performed, they put a sticker on the fill cap and gave you a sheet of paper to put in your Owners Manual. Later models after the recall came with the new fluid.

That being said, you don't say what symptoms were given to you for needing a new rack. That info might help others help you. If YOU didn't know something was wrong, I'm a bit skeptical that you need a new one.
